Most of rotties are lazy, aren't they??. I do compare Diego with my late Boris.. Boris was so energetic while Diego is a big bad lazy boy. 
If I bring some food, would it encourage him to always sleep while walking to get some snacks. (or Would he think that it is the reward from sleeping position ??? ) Diego is sneaky enough though ...

Give him the treat only when he listens to you. If he starts the sleepy bit, make him sit, stay and then come, give him a treat.That should wake him up.
It is hot where you live, maybe the heat has just worn him out?

I was reading through dog behavior sites and I came across this response from a trainer to a woman who had the same problem. Since it is fitting I thought I would post it for you.
It says when your dog stops and lays down and won't move not to bribe your dog. __________________________________________________________
When the dog stops, and you walk back to her; you're inadvertently rewarding her bad behavior.
Instead, you need to glue the leash to your belt/crotch area, hold it with both hands and continue walking. The dog will realize that you're not going to stop. And she won't like the feeling of being left out at the end of the line, either. Continue walking as long as necessary. She won't like it. If she's really stubborn, she'll let you drag her for a few feet before she realizes that HER behavior does not DRIVE YOUR BEHAVIOR. But instead, YOUR BEHAVIOR drives HER behavior.
When she realizes who's calling the shots, she'll get off her duff and prance right up along side of you. At this point, praise her lavishly for making the right decision. But continue walking. ___________________________________________________________
It might be hard a little hard though trying to drag a Rottie. lol

Another thing to think about. My Mastiff did the same thing during training and sometimes walks. He didnt do it all the time though. I finally freaked out when I saw him limping one day. Since this was my first dog that was my own, I rushed him to the emergency room.(not to scare you) although we couldnt see a wound, and it only happened once in a while, it turned out he has OCD. This condition is like arthritis. It hurts when it wants to hurt. The only way to know for sure is having the hips x-rayed. The first time they x-rayed him they only did his paw. I later took him to the vet and asked for another x-ray. The results from the first one didnt sit right with me. My gut pulled me into the vets. Luckily I followed my gut. Good Luck Kris
